A former cadet officer in the Colombian Air Force, Pilar holds Masters degrees in Public Management and in Political Sciences, both from the University of Geneva. Her academic and investigative work has focused on armed-conflict analysis and on the dynamics of illicit arms proliferation and stockpile management, for which she has co-authored and contributed to several publications. She piloted and subsequently developed the Small Arms Survey’s Unplanned Explosions at Munitions Sites (UEMS) Database, and has briefed policymakers at inter-governmental forums, such as the United Nations and NATO.
Research profile
- Pilar’s expertise lies in designing projects and conducting research on small arms proliferation, including its socio-economic impacts as well as the use and availability of SALW. She is also an expert in physical security and stockpile management; armed conflict analysis; military–civilian relationships; security programmes (DDR and SSR) as well as international policy on security issues.
