Biography
Max holds a Magister Artium (MA) in Political Science and History from the University of Tübingen. He was a lecturer and research associate at the University of Tübingen’s Institute of Political Science from 2007 to 2009, and a visiting researcher at the European Space Policy Institute (ESPI) in Vienna in 2010. He received his PhD in Political Science from the University of Tübingen in 2013 with a dissertation on the conditions for preventive arms control. From 2012 to 2014, he worked at the German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik, SWP) in Berlin, mainly on transatlantic security issues. In 2015, Max joined bicc as Senior Researcher. Since 2009, Max is a member of the expert group on arms exports of the Joint Conference Church and Development (Gemeinsame Konferenz Kirche und Entwicklung, GKKE) and contributes to the annual publication of the arms export report of the GKKE. Since 2016, he is co-chair of this expert group.
Research profile
Max’s research centres around the development and proliferation of arms and military technologies: how they effects warfare and how they can be controlled. Max has done research on the conditions of preventive arms control with a particular focus on space weapons and missile defence. Furthermore, he works on the analysis of the international arms trade with a particular focus on German arms exports and arms export control at the national (i.e. German), European, and international level. His current research focus is the proliferation of modern military technologies for remote warfare – e.g. cruise missiles, precision-guided munition, or drones – and how they transform the warfare of autocratic states and non-state armed actors.
