Increased Regional Coordination and Cooperation in Reduced Resource Environments [Working Paper submitted by the GFFO and bicc]
Abstract
Germany and bicc argue that, in a period of shrinking resources, implementation of the UN Programme of Action on Small Arms and Light Weapons should rely more on regional coordination, shared training, information exchange, and existing regional expertise rather than creating new structures. The paper highlights examples from SADC, ECOWAS, OSCE, RECSA, AFRIPOL, and the African Union, and recommends stronger cooperation among states, regional organizations, donors, civil society, and technical experts to avoid duplication, improve efficiency, and build sustainable local capacities.
